Responsibilities in this position include

  • Increase mind share of company with key decision makers in e-Governance projects.

  • Develop a partner eco system for participating in e-Governance projects
  • Mentor company sales force in Government procurement procedures

Achievements have included

  • Built Mindshare for IBM among key partners like TCS / Wipro / Radiant
  • In Karnataka where IBM had a negligible presence developed Mindshare with several key bureaucrats.
  • Developed relationships with key decision makers in the southern states
  • Developed RFP’s for various e-Governance projects that positioned IBM technologies and partners favorably in many opportunities like computerization of election department, treasury department, Police, IT , e-Governance land records department.

E-Governance Consultant - Government of Karnataka October 05  -  Sept 07

Worked on the following projects with the Government of Karnataka

Program Manager Rural Digital Services – 

The Rural digital services project ( RDS) was an initiative by the state government to build a e-Governance platform for delivery of citizen centric services to Rural Citizens.My role as the program manager head of the RDS project included the following
  • Worked with NIC for deployment of a robust software solutions for e-Governance services.
  • Conceptualised the program for deployment of 800 village telecentres for delivery of these e-Governance services .
  • Prepared the tender ( Request for Proposal ) documents for selection of the vendor that would build own and operate this network of 800 village and executed all steps of the bid management process as per government norms

Program Manager Karnataka One Project Dec 06 to Sep 07

In April 2005, the State Government implemented the land mark Bangalore One project that provides a 24/7 facility to a citizen to avail services of  various utility companies and agencies of the state government. In December 2006, the State government decided to replicate the Bangalore One project to five other cities of Karnataka. My role in the project included
  • Preparing the project plan for replication of the project.
  • Writing the Request for proposal of the Software Vendor, Citizen Service Centre Operator, and the Banker to the project, and Bid management of the above RFP’s for selection of the Vendor

e-Governance Consultant Dec 06 to Sep 07

Contributed to the e-governance department of Karnataka through the following assignments
  • Computerization of the Primary Agricultural Cooperative Societies
  • Selection of an e-Governance consultancy organization for the various department of the State government
  • Selection of Technical resources for the State Data Centre, Nemmadi Program and Bhoomi Program

Hewlett-Packard,  Manager Kuppam HP i-community, May 03  – Sep 05

The Kuppam HP i-community program of Hewlett-Packard aims at holistic development of the rural community through use of technology in manner that is self sustaining both for the community and the company.
In the program I worked both to develop an eco system of strategic partners and developing new business ideas that can further program objectives. Achievements included
  • Implemented the Digital Rural theatre program and village photographer program
  • Started an ITES Centre in Kuppam in partnership with Datamation Consultants Delhi, India that is providing local youth with ICT based jobs and is a model for HP and other organizations to start ITES businesses in rural areas.
  • Partnered with American India Foundation and World Links to integrate ICT in education in 15 schools of Kuppam.
  • Initiated a dialogue with ICICI Bank to develop a model to deploy financial services in underserved communities.

Satyam Infoway Ltd.  Chennai, Sr. Manager Business Development B2B Portals, Nov 00 - Feb 2002

Was responsible for varied roles of launch, extension, product management business development and Sales of B2B portals which included Teawebex, for tea industry, Exportswebex – a marketplace for Indian exporters and Expressmeet - A web based collaboration tool.

Thought Leadership in e-Governance

  • Created and Delivered a training program on e-Governance in the IAS Academy in Mussoori for IAS Probationers of 2008 batch on Government Process Re-engineering.
  • Jointly with Shri Rajeev Chawla (Erstwhile Secretary e-Governance Government of Karnataka) Prepared 5 case studies on various Government functions for the above Training module. The Case Studies were on the following subject

    • Citizen Services for Rural Citizens
    • Bhoomi
    • Registration Department
    • Citizen Services for Urban Department
  • Jointly with Shri Rajeev Chawla wrote the article “E-Governance initiatives of Karnataka” published in Yojana November 2007
  • Submitted application for the “Bhoomi Program” under IBM Innovations award for Transforming Government instituted by the Ash Institute of democratic governance and Innovation, John F. Kennedy School of Government, Harvard University. The program was shortlisted among the 20 finalists for the award.
