What is to be highlighted is that the manner the report has been uploaded on the website. The most optimum way would have been to make a PDF of the word document, however in this case the dealing official has photocopied the spiral bound report and uploaded it and one sees the spiral binding.<br />

Shri J Satyanarayana has been a pioneer in the field of implementation of e-Governance projects and as early as the late 1990s, he implemented Computerisation of the Registration Department of Andhra Pradesh, better known as the CARD Project. Later between 2000-2003, he was part of the SWAT e-Governance team of Shri Chandrababu Naidu, the then CM of Andhra Pradesh and he and his team implemented numerous pioneering and landmark e-Governance programs which among others included the e-Seva Project and the e-Procurement platform.<br />
<br />
In 2003 he founded the National Institute of Smart Governance and his magic and golden hand continued in this nascent institution. Between 2003-08, NISG was involved with virtually every important e-Governance initiative of the Government of India, including the computerisation of the Ministry of Company Affairs, one of the largest computerisation initiatives, Passport Seva, computerisation of the Passport Department.<br />

Mr. J Sathyanarayana is a great believer in the concept of Public Private Partnership for execution of e-Governance projects.<br />

1)<span class="Apple-tab-span" style="white-space: pre;"> </span>A visit was made to the CSCs of Goalpara District, the E-District Facilitation Centre at Goalpara district office and the Circle office at Goalpara accompanied by representatives from the Assam SeMT team and the Srei Sahaj team.<br />

2)<span class="Apple-tab-span" style="white-space: pre;"> </span>The CSCs visited were located in Dudhnoi, Goalpara and Matia, Goalpara<br />
<br />
a)<span class="Apple-tab-span" style="white-space: pre;"> </span>The Dudhnoi CSC was located in the Dudhnoi town, located on the Guwahati – Goalpara National Highway which , the CSC was equipped with about 3 laptops. The Srei Sahaj team have made considerable efforts to seed a large number of Financial Services, however the VLE operating the CSC said that his main revenue sources were a) Browsing by customers, b) Photography and c) Railway ticketing. The VLE said that there was delay in processing of applications for e-District services, one of the reasons may be breakdown in the Assam State Wide Area Network link between the District office and the Circle office.<br />
<a name='more'></a> He has previously submitted a few applications for obtaining Permanent Resident Certificate but none of the applications submitted from his CSC were approved by the Officials. The Team from Srei Sahaj said that the CSC was also delivering various basic computer literacy services. The CSC had internet connectivity from both VSAT and BSNL broadband. The territory manager of SREI Sahaj said that it was important for G2C services to be delivered from the CSC as it would bring footfalls to the CSC and improve their credibility.<br />

b)<span class="Apple-tab-span" style="white-space: pre;"> </span>The Matia CSC was located 15 km off the Guwahati Dudhnoi National Highway. The VLE of Matia CSC was an Engineer by education. The CSC was an additional business and the VLE was also running an offset press from the same location. Given that Matia was a much smaller village, unlike Dudhnoi CSC, there were no customers in the Matia CSC premises when we visited. The VLE for Matia CSC also spoke of the issues in fulfilment of e-District services. The Matia VLE was equipped with 4 laptops and the SREI Sahaj team said that the Matia VLE had been awarded two additional laptops as he had secured fees of Rs. 10,000 through enrolments for the basic computer literacy offered by SREI Sahaj. As mentioned above, the SREI Sahaj team had tried to seed many Financial services like insurance etc. but they had not gained much traction in the community. The VLE said that his main sources of income were a) Browsing, b) Photography c) Computer Education and d) Railway reservation. For the railway reservation service they charged much higher than the Government rate.<br />

c)<span class="Apple-tab-span" style="white-space: pre;"> </span>During visit to both the CSCs we were accompanied by a team of three officers of SREI Sahaj comprising of the zonal incharge, the district incharge and an individual who provided service support to the CSCs. For each district, SREI had stationed two executive who handled service related issues of the CSCs.<br />

3)<span class="Apple-tab-span" style="white-space: pre;"> </span>The Goalpara e-District Facilitation centre was manned by two Data entry operators. While about 7 services are delivered under the e-District Project, of a total of 10585 applications processes, 9251 applications were of one service “Certified copy” of electoral roll alone. The only other service that was under usage was “Permission for Delayed Birth Registration” under which 942 applications had been processed. The entire workflow for grant of certified copy of the electoral roll was witnessed. The application is received at the E-District facilitation counter. After the application is entered, the request is forwarded to the dealing official in the Election department of the District office. A scanned pdf copy of the Electoral register of 1966 to which the request pertained was available in the PC of the dealing official and based on the details provided in the application, the dealing official opened the correct scanned page and approved the request of the citizen. While request for “Permanent Resident Certificate (PRC)” is a much sought after service, the service is processed initially at the Circle office. It was told to us that the connectivity link between the District office and Circle office was not very robust and as a result of failure of connectivity, the PRC applications could not be processed. The application request for PRC required many supporting documents which need to be scanned and attached by the applicant and in absence of a high bandwidth reliable connectivity, it was difficult for the dealing officials to scrutinize the documents.<br />

Further, unclear titles often lead to violent conflicts and endless litigation.<a name='more'></a></div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">While stopping short of guaranteeing title, UPOR attempts to improve on the current system in India, where the government does not guarantee title in any way. All it actually does is witness a property transaction between two parties and certifies that it has collected revenue for the transaction. It is this certificate of registration—which goes by different names in different states, and is called the <em>khata</em> in Karnataka—that passes for property title in India.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;"> <div class="dvbxImg" style="margin-bottom: 10px; float: left;"><img src="http://www.livemint.com/Articles/ShowImage.aspx?imgid=215FF48F-AC99-4F4D-91EE-931F204329F4" height="200" align="left" alt="" style="float: left; margin-top: 4px; margin-right: 4px; margin-bottom: 0px; margin-left: 4px;" width="300" /></div> Also, the process of buying property in India is fraught primarily because the government stopped maintaining records of property ownership when property taxes became a negligible source of government revenue. Mysore was last surveyed in the 1960s.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">The Union government has initiated discussions to create a law on national titling. A revised draft of the national titling Bill, 2010, is being readied by the rural development ministry after receiving public comments.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;"><strong>The project</strong></div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">The government hopes that following the cleaning up of property records, a safer and transparent market for property will emerge. “By making UPOR cards mandatory for property transactions, much of the fraud we see today will become history”, said Rajeev Chawla, secretary, revenue department, who holds charge of the UPOR project.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">Buyers will have all the information about a property through the UPOR database before they make any transaction, he adds.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">This is also expected to help protect government land, which, as a recent report by the chairman of a government-appointed task force showed, was a serious problem due to the lack of clear property records.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">Another anticipated effect is on the pricing of properties based on how “clean” the UPOR records are.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">“We expect that properties with clean titles will command a premium in the market”, said Chawla. For properties whose UPOR cards have been issued with caveats—improper conversion of agricultural land, for instance—the government will have to take a policy decision on allowing transactions. If transactions are allowed, these properties will likely factor in this risk in its pricing.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">On the other hand, some real estate developers are less sanguine about the project. “Already we have hundreds of problems. Why create another one?” said Balakrishna Hegde, the managing director of Chartered Housing Pvt. Ltd and an executive committee member of the Confederation of Real Estate Developers’ Association of India.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">Hegde said it doesn’t really affect the pricing of real estate, except it makes a buyer’s job simpler. Under the present system, buyers typically have to go to a lawyer every time they purchase property in order to make sure there are no ownership problems.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;"><strong>The uses</strong></div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">The UPOR project is being undertaken as a public-private partnership (PPP) in which private companies will survey cities. Survey data will be combined with data from state land record departments before the government issues UPOR cards to land owners. The private partners make their money from the sale of these cards, which would effectively be mandatory for anybody wishing to buy or sell the property.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">UPOR is currently being implemented in five Karnataka regions—Shimoga, Mangalore, Bellary, Mysore, and Hubli-Dharwad. In these areas, selected PPP vendors, in partnership with the survey and settlement department, are in the process of creating a database of urban properties and linking them to ownership records.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">K.V. Rudresha, deputy director of land records, who is overseeing the implementation of the project, says that the department is using sophisticated geographic information system-based mapping systems for demarcating properties. “Property is an extremely sensitive issue, so we have mapped properties with centimetre accuracy”, he says.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">After all the properties are mapped, the government will embark on a detailed inquiry process for determining the ownership of each property. B.N. Devaiah, chief executive of Secon Pvt. Ltd, the PPP vendor for Mysore, said that for each of the 275,000 properties in the city, a file will be opened to collect documents from property owners, registration department, development agencies, housing societies, and municipal offices.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">A draft property card is then issued, which becomes permanent in 30 days, unless there are objections on the property’s ownership.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">While clear property records are the primary goal, the UPOR project is also working with banks to prevent mortgage fraud. Every loan will be linked to the UPOR database, and this way banks can ascertain whether loans are outstanding on these properties, said Rudresha.</div> <div style="margin-bottom: 10px; font-family: Verdana; line-height: 18px;">“Banks have been extremely enthusiastic about this and have offered to pay the government for verifying property credentials”, he added. Delivering services the Kalyan-Dombivli way – <em>Isher Judge Ahluwalia</em><br />
For over a decade now, we have taken pride in the great performance of India’s IT sector in the global market for software development and also in the Indian corporate space. But the benefit IT can bring in delivering a variety of public services, what is often called e-governance, has been less in focus in India. The potential from this activity is enormous and it is only just beginning to be realised.<br />
An outstanding example of what IT can do to deliver public services in Indian cities is provided by the e-governance project of the Kalyan-Dombivli Municipal Corporation (KDMC) in Thane district in Maharashtra. The project was conceived in 1999, started implementation in 2002, and is now being replicated across the 231 urban local bodies of Maharashtra. Its lessons are also being incorporated in the mission mode projects of the National e-Governance Action Plan which was launched in 2003.<br />

<a name='more'></a>KDMC covers an area of 67 square kilometres in the twin cities of Kalyan and Dombivli, about 54 km outside Mumbai. Like most municipalities, it provides services such as issuing birth and death certificates, granting permissions for building, licences for trading, water connections, and collecting payments for property tax and water. There are actually over 100 such services! Citizens interact with the municipal authorities through enquiries, registration, submitting forms, paying bills, and placing complaints. Prior to 2002, the state of service delivery at Kalyan and Dombivli was no different from any other city in India. Sometimes the residents did not know whether to go to the municipal office at Kalyan or at Dombivli to get a specific job done.<br />

Today, the services offered by KDMC are listed in a citizen charter. Six citizen facilitation centres (CFCs) have been set up by the corporation to offer services over the counter, and they are connected online with a central server. Simplified, standardised and user-friendly forms are available at the CFCs and can also be downloaded from the web. A nominal fee is charged for some of the services.<br />
My visits to two CFCs at Kalyan were a very pleasant experience. The centres are aesthetically designed, very efficiently served by the employees of the corporation (specially trained for the job), and bustling with activity. The use of computers with twin terminals, one facing the customer and the other facing the service provider, and both showing the result of entries on the keyboard, carries transparency a step forward. <br />
I spoke to a happy father (with an authentic document from the hospital in hand) who was collecting the birth certificate of his daughter born two days ago. It took him 10 minutes to get the birth certificate and since he was registering within 21 days, there was no fee! There was also a very contented man in his early 30s paying property tax, a wad of notes in hand, smiling as he put in his registration number in the computer and seeing the correct tax demand emerge on the terminal. The fee for transfer of property is related to the ratable value of the property. Property tax and water bills can be paid online through an arrangement with some established commercial banks. These are revenue-generating propositions for KDMC. <br />
All departmental software modules are integrated with each other and with accounts. The back-end integration of all the departments of KDMC ensures that an enquiry, submission, and/or complaint are delivered immediately at the concerned officer’s desk. Once a date is committed to the citizen, each application is watched at all levels and a colour code is used to signal “approaching time out.” The users can monitor the progress of their service application at every stage by going online by putting in their registration number. <br />
The time taken for property assessment has come down from an average of 110 days before computerisation to 21 days, and for getting new water connections from over two months to 15 days. This is pretty much the story across the board as the complaint and redressal management system makes daily reports available online for all to see. E-tendering has been another major gain of the new system. <br />
In looking for a private partner, pre-feasibility reports were invited by KDMC from four IT companies from among those empanelled by the government of Maharashtra, and ABM Knowledgeware was selected as the total solution provider for design, development and implementation of the project for the first five years, renewable at the end of the term. The solution involved revisiting and IT-enabling every facet of the corporation’s working.<br />
An expert committee with persons drawn from institutions such as IIT and TIFR was set up at the outset for guidance during the life cycle of the project. The implementation was overseen by a steering committee of heads of department under the chairmanship of the municipal commissioner. Ramnath Sonawane, head of e-governance for three years from the inception of the project to its commissioning in 2002, is now back as municipal commissioner at KDMC. As he put it, “The biggest challenge in implementation was to change the mindset of the officers. Shree Kant Singh, then municipal commissioner played a crucial leadership role in bringing this about.” Sonawane further observed that “every project has to undergo three stages — ridicule, criticism and acceptance — and the trick is to persevere.”<br />
The e-governance project at KDMC worked methodically to understand the then prevailing manual business processes of the old system, and reengineered over 400 such processes with a view to aligning the same with the broader process of administrative reform. This reengineering was crucial. Employees had to learn to do things differently because IT enabled them to improve efficiency. Training helped them to make the transition from working in a backroom paper-based corporation to a proactive electronic corporation.<br />
Financial sustainability of the e-governance project is now established. The corporation made an initial total expenditure (investment included) of Rs 5.48 crore. The annual recurring cost, on average, has been Rs 40 lakh only. These costs have been fully recovered through increases in property tax collections and increased revenues from user-charge collections at CFCs. KDMC has also received Rs 2 crore from the state government for its intellectual property.<br />
Among the many accolades, two awards won by KDMC deserve special mention: the Commonwealth Association for Public Administration and Management (CAPAM) Award in 2004 and the National Award for e-governance from the Government of India in 2007.<br />
The government of Maharashtra has decided to roll out the e-Municipality solution across the 231 ULBs in the state. Manu Srivastava, the principal secretary for urban development, has played a significant role in demanding and ensuring that the roll-out be done in its true spirit. KDMC has been appointed the project management consultant and ABM Knowledgeware has been assigned the task of modifying/adapting the software package to make it work for the state-wide roll-out. If the cities of Maharashtra can do this, why not others?<br />

the citizens had to travel all the way to Taluka and District offices to obtain

Certificates, Birth and Death certificates, Social security scheme
certificates, etc. The archaic manual system was unable to meet citizen
expectations. A citizen had to put up with time delays, lack of transparency
and misuse of discretionary powers by the officials. More importantly, the
integrity of created data was in doubt. With the establishment of Nemmadi Tele
centres, service delivery has become efficient, transparent and accountable.<o:p></o:p></span></div>

Oscar of Asia’s public sector IT, 2007 - by Govt. Technology award in Phuket

<span lang="EN-US">e-Procurement Project: The State Government
is making all its procurements through the electronic mode, transparently under
this project. Even though it started in six establishments on a pilot basis,
this scheme, during the last two and half years, has been extended to 86
departments by the end of November, 2010. Procurement to the tune of Rs.80,000
crores has made through this platform. As the platform has encouraged a highly
competitive spirit among the bidders, number of participants increased,
resulting in savings of more than 10%, resulting in savings to the State
exchequer to the tune of Rs. 4,700 crores.
Being a web based solution, anybody can participate without any
hindrance/entry barriers. Consequently, more than 10,000 users are registered
on the platform. The project bagged Futuregov Award 2010 for Best Practices in
Asia’s Public Sector during this year, and many laurels in the preceding years.<o:p></o:p></span></div>

Project: The KSWAN Project, implemented at a cost of Rs, 178 crores, was

network. It has provided data, voice and video services. 2,400 Government
Offices, covering 56 Departments are connected and I.P. Phones provided to more
than 2,300 Offices. 126 Government Business Centers have been established in
Taluk Headquarters and its services can be availed by all the Offices in the
Taluk Headquarters.<o:p></o:p></span></div>

The scheme, which started with assistance from the World Bank, has achieved

their control through electronic media. Besides, service registers of all the
employees have also been updated. Because of this Government Employees retiring
will be able to receive their retirement benefits on the day of retirement, in
the days to come. This Scheme has been extended to several Corporations and
Boards. Many state Governments are in consultation with the State Government
for implementing the scheme in their State. <o:p></o:p></span></div>

collection of examination related fees of Pre-University course and Bangalore

The e-gram centre is run by a village entrepreneur who earns his income through providing services through the e-Gram centre. Karunakara Reddy unveiled the synchronisation of the platform with Kaveri, the software platform that enables registration of sale of land in Tumkur.</div><div style="-webkit-border-horizontal-spacing: 2px; -webkit-border-vertical-spacing: 2px; font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px;">The automation of the mutation process — the process of tracking the history of the sale of a particular piece of land that is identified by a unique Survey Number — will result in greater transparency and reduce the scope for “discretion by government officials,” Mr. Reddy said. “This is a turning point because it will also eliminate touts and middlemen who currently fleece property buyers,” he added.</div><div style="-webkit-border-horizontal-spacing: 2px; -webkit-border-vertical-spacing: 2px; font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px;">Mr. Reddy, who travelled by bus with mediapersons from Bangalore to Tumkur, said starting in mid-August five of the 42 sub-registrars in greater Bangalore area would start the process of online registration.</div><div style="-webkit-border-horizontal-spacing: 2px; -webkit-border-vertical-spacing: 2px; font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px;">Mr. Reddy said documents pertaining to land records of about 1.21 lakh have been “corrected” for minor errors in the last two years. “This has been a huge relief for farmers,” he said.</div><div style="-webkit-border-horizontal-spacing: 2px; -webkit-border-vertical-spacing: 2px; font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; line-height: 15px;">A meeting of department officials and other senior officials of other departments held about two weeks ago discussed the suggestion that a “land audit” be conducted to make an accurate estimate of land required for industrial projects, Mr. Reddy said. “A six-million-tonne steel plant in China requires only about 600 acres, so why should investors need much more here?” he asked. Afterwards, Gowramma received an SMS alert on her mobile phone from the revenue department stating that her land transaction deal has gone through.</p> <p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding: 0px;">This happened after the revenue department launched its online integration of Bhoomi (online delivery of rural land records) and Kaveri (Karnataka valuation and e-registration) software on Friday. The project was initiated by revenue minister G Karunakara Reddy in Tumkur. The integration is now done in 25 taluks in phase I and will gradually be extended to all 176 taluks across the state. The integration is aimed at reducing the hardships for farmers.</p> <p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding: 0px;">“The sale transactions will now take place only if the land is identified with a specific survey number. The name of the seller and the extent of transaction will be made available on a database, which the farmers will have access to. This will ensure that there will no fraudulent or bogus transactions in the future,” said the revenue minister.</p> <p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding: 0px;">Once the sale is done, Bhoomi will start mutation process almost on the same day without any data entry of sale transactions, officials said.</p> <p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding: 0px;">“The manual data entry and procedures with the present system takes a lot of time, and the integration system would reduce time consumption by 50%,” said secretary of revenue department (Bhoomi and UPOR) Rajeev Chawla. Now farmers will get an SMS alert in both English and Kannada on all stages of the mutation process.</p> <p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding: 0px;">“All these days, farmers were running from pillar to post to know the status. Now, an SMS alert will be sent to farmers whenever a land transaction is initiated,” he said.</p> <p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding: 0px;">The farmers have to register their mobile numbers with the revenue department or taluk office. Congress leader and MLA from Shira in Tumkur, TB Jayachandra, said that the department should also concentrate on resolving existing problems with the Bhoomi system.</p> <p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding: 0px;">“There are many errors in land records, which the farmers are fed up with. This needs to be addressed,” he said. She is a new student at the Panchayat Union primary school in Erode, the district where her father is the new Collector.Dr R Anandakumar, the young Collector of this backward district in west Tamil Nadu, enrolled his child in the Tamil-medium government primary school at Kumalankuttai, setting an example for those in the government to patronise the services they deliver to the public.<br />
Last Wednesday, when schools across the state reopened after the summer vacations, headmistress S Rani was poring over admission papers after the morning prayers.<br />
“It was a hectic hour. Many parents were waiting outside to enrol their children. Someone noticed the attire worn by the duffedar (attender) and informed me. To our great surprise, standing in the queue along with other parents was the Collector, his wife M Srividya and daughter.”<br />
His presence created a stir — some teachers thought he was there on an inspection. “We did not expect the Collector to admit his daughter here,” admitted Rani. The district has 1,500 schools including three Central institutions and several private ones.<br />
Of the nearly 250 students in Classes I to V of the school, there are no children of government officials. Even teachers of the school don’t send their children to this Tamil-medium school. Most students there hail from poor families, mostly children of dyeing unit workers, auto drivers, daily wage labourers and weavers who need the free noon meal, uniform and textbooks.<br />
Anandakumar refused to comment, maintaining it was a personal decision, though its impact was felt by the school as a whole.<br />
As soon as it was known that his daughter was studying there, officials of Veerappanchatram Panchayat inspected the school to ensure that it had all basic facilities in place.<br />
For those who know him, Anandakumar’s decision was not surprising. Having studied at a government Tamil-medium school himself, he went on to complete Bachelor of Veterinary Science from the Veterinary College and Research Institute in Namakkal district, and obtained his Master’s degree from the Central Avian Research Institute near Bareilly in Uttar Pradesh.<br />
A university gold medallist, Anandakumar started his career as an Assistant Veterinary Surgeon before joining the civil services.
